Thibault Sottiaux 0e08dd6055 fix: switch rate limit reset handling to timestamps (#5304 )

This change ensures that we store the absolute time instead of relative
offsets of when the primary and secondary rate limits will reset.
Previously these got recalculated relative to current time, which leads
to the displayed reset times to change over time, including after doing
a codex resume.

For previously changed sessions, this will cause the reset times to not
show due to this being a breaking change:

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
