Add ItemStarted/ItemCompleted events for UserInputItem (#5306)

Browse Source 
Adds a new ItemStarted event and delivers UserMessage as the first item
type (more to come).


Renames `InputItem` to `UserInput` considering we're using the `Item`
suffix for actual items.
