feat(releases): Add macOS notarization step to release workflow (#5233)

Also: fixed the contents of the `APPLE_CERTIFICATE_P12` and
`APPLE_CERTIFICATE_PASSWORD` secrets, so the code-signing step will use
the right certificate now.
