feat: add custom Gitea landing page and re-enable public access
- Disable REQUIRE_SIGNIN_VIEW to allow public landing page
- Mount custom templates directory
- Add custom home.tmpl with simple welcome page and sign-in button
- Remove default Gitea promotional content
